he Design Process of the Urban Planning by Oelsner- Arû, 1944-1945: The Analysis of Kayseri Newspaper’s Texts

 

This study focuses on the unknowns of the urban planning approaches in the Early Republic Period. Quests of emphasizing the western norms during the nation state's modernization process at the city macro form are examined. For his purpose, a case study 1944-1945 Kayseri Oelsner-Arû urban planning as a part of policies for adaptation of this change and transformation is analyzed. In this context, to enlighten the contribution and active participation of dignitaries including the local authorities and professionals on this process has been investigated from the beginning of planning. Considering this attempt as a creation of an archive, the study refers to a series of texts from one of the rare periodicals of the term called Kayseri Newspaper. The newspaper’s texts which were published between 1944 and 1946 have been scanned systematically and this study’s theoretical base has been set up by overlapping related literature. In this study, qualitative techniques such as data collection through newspaper texts, document analysis, and qualitative oriented content analysis scourse analysis have been used. Thus, unknown aspects of the preparatory process of Oelsner- Arû urban planning has been revealed by focusing on the original texts in the 1940s and the Early Republic Period planning approach has been made through analysis of Oelsner- Arû urban planning in a local scale case. According to the data, the point of view of the society on urban and urban planning and also how professions and local authorities have reviewed on the subject of urban planning have been interpreted. As a result, it has been seen that Oelsner- Arû urban planning process got a success not only by the support from central authorities but also by efforts of local to articulate central authority.
