Experience of Street Rehabilation Project; Case, Kayseri-Talas Kazım Paşa Street

 

From the end of the 1990s, street rehabilitation projects, which was began to take place and was discussed intensely in the cultural heritage literature, have become one of the popular methods used by local governments in Turkey. In some applications, the values of cultural heritage that need to be protected are displayed, protected with all their values, and can be used for a long time. But, in some applications, only facades of the buildings are being improved and conservation works are carried out irrespective of all values of the buildings. This situation causes more serious damages to the cultural heritage that needs to be protected and accelerates the deterioration process beyond the buildings' preservation. In Turkey where different applications are taking place, the street rehabilitation project prepared for Kazım Paşa Street in Talas district of Kayseri will be explained in general by considering the legal ground of street rehabilitation and taking into account the studies made in the international scale. This paper is also aimed to contribute to the literature by revealing the approach, content, development and results of the street rehabilitation project prepared for a region declared as a protected area in which cultural heritage are located. Adequate studies have not yet been published about street rehabilitation that is a method which used by local governments, and also it has not been fully discussed academically. Another aim of the study is that, these discussions can be reproduced through presentation of the case.
