Ulusal Mimari Proje Yarışmalarını Kullanıcı–Mekan İlişkisi Üzerinden Okumak

Özet İşlevsel, teknik ve estetik bakımdan nitelikli yapay çevre üretimi hedefi ile üst düzey işgücü, zaman ve bütçe ayrılarak düzenlenen ulusal mimari proje yarışmalarında; büyük ölçekli beklenti ve kaynakların aksine mekânsal/biçimsel kullanım sorunları açığa çıkabilmektedir. Teori–pratik uyuşmazlıklarını yansıtan kullanıcı–mekan ilişkisinin sonuçları; hukuk, maliyet, ideoloji, alt süreç işletimi vb. etkenler dizgesi içerisinde bir problem diliminin mevcudiyetine işaret etmektedir. Araştırma; ulusal mimari proje yarışmaları sonuç ürünlerinde karşılaşılan mekânsal ve biçimsel sorunların alt süreçler ile olan ilişkilerine odaklanmaktadır. Bu ilişki ağının çözümlenmesi; üç boyutlu mekan, donatı ve ekipmanlarda kullanıcı gereksinmelerinin karşılanabilme kapasitesinin tespitinin ve yarışma alt süreçlerine girdi olarak aktarılan öznel/nesnel yapılı verilerin analizinin senkronize biçimde gerçekleştirilmesini gerekli kılmaktadır. Bu bağlamda; ulusal mimari proje yarışmaları sonucunda hizmete sunulan Bağ-Kur Genel Müdürlük Sitesi ve Türk Eczacıları Birliği Sosyal ve Kültürel Tesisleri; kullanım sürecinde değerlendirilmiş, diğer yandan yarışma alt süreçlerine ilişkin veriler elde edilmiştir. Değerlendirme çalışmalarının sonuçları ve alt süreç dokümanları, birlikte ele alınarak etüt edilmiştir. Araştırma sonucunda; i) Her iki yapay çevrenin kullanıcı müdahaleleri, mekânsal sorunlar ve kapasite problemleri barındırdığı belirlenmiştir. ii) Bunların önemli bir bölümünün yarışma alt süreçlerinde nesnel girdilerin eksikliğine dayalı olarak meydana geldikleri belgelenmiştir. iii) Yarışmalara ileri besleme sağlayabilecek öneriler sunulmuştur. Reading National Architectural Project Competitions Through User-Space Relations Abstract In national architectural project competitions organized by allocating high-level labor, time and budget with the goal of functional, technical and aesthetically qualified artificial environment production, spatial/formal use problems may be exposed, as opposed to large-scale expectations and resources. Results of user–space relationship reflecting theory-practical differences; law, cost, ideology, sub-process operation, etc. factors indicate the presence of a problem slice in the string. The research focuses on the relationship of spatial and formal problems encountered in the results of national architectural project competitions with sub-processes. The analysis of this network of relationships requires the determination of the capacity to meet user requirements in three-dimensional space and equipment and the analysis of subjective/objective structured data transmitted as input to the competition sub-processes in a synchronous manner. In this context; Bağ-Kur General Directorate Site and Turkish Pharmacists Association Social and Cultural Facilities, which were put into service as a result of national architectural project competitions; were evaluated during the usage process, on the other hand, data on the competition sub-processes were obtained. The results of the evaluation studies and the sub-process documents were examined together. As a result of the research; i) It was determined that both artificial environments contain user interventions, spatial problems and capacity problems. ii) It has been documented that a significant part of these occured in the sub-processes of the competition based on the lack of objective inputs. iii) Suggestions that can provide forward feed to national level competitions have been presented.
