Yapı, Anlam ve Kimlik üzerinden Ankara, Tunalı Hilmi Caddesi’ni Yeniden Anlamak

ÖZET Bu çalışmanın amacı, yapılar, meydanlar, parklar gibi kentsel bileşenlerin en önemlilerinden biri olan caddelerin/sokakların, kent düzenindeki rolünü, kullanıcı ve kentle olan ilişkisi bağlamında yeniden sorgulamaktır. Çalışma alanı olarak Ankara’nın Kızılay iş merkezine çok yakın olan, alt merkez olarak işleyen Kavaklıdere Semti’nde bulunan ve en işlek caddelerinden biri olan Tunalı Hilmi Caddesi seçilmiştir. Cadde, yalnızca fiziksel değil aynı zamanda sosyal bir oluşum olarak ele alınmıştır. Kamusal bir alan olarak kentin cazibe merkezleri arasında yer alan Tunalı Hilmi Caddesi’nin yapısı, anlamı ve kimliğinin durumu anket, görüşmeler ve gözlem yapılarak incelenmiştir. Bir cadde, kendi özellikleri ve farklılıkları ile algılanıyorsa, akılda kalan caddenin kimliğini oluşturur. Bu sayede, kentsel bileşenlerden biri olan cadde, kimliği ile diğerlerinden ayrılarak şekillenir. Bu çerçevede, katılımcılar tarafından caddenin olumlu-yeterli ve olumsuz-yetersiz fiziksel özellikleri, ortamı/havası ile ilgili olumlu-yeterli ve olumsuz-yetersiz yönleri değerlendirilmiştir. Yapılan analizler sonucunda, Tunalı Hilmi Caddesi’nin kimliğinin olduğu, ancak daha okunaklı bir kent mekânı olması ve kentlinin hayat kalitesini arttırmaya katkıda bulunması için bazı özelliklerinin tekrar gözden geçirilmesi gerektiği sonucuna varılmıştır. Re-understanding the Tunalı Hilmi Street In the Context of Structure, Meaning and Identity ABSTRACT The aim of this study is to re-question the role of streets, which is one of the most important urban components such as buildings, squares and parks, in the context of the relationship between the user and the city. One of the main busiest streets of Ankara, the Tunalı Hilmi Street is located in Kavaklıdere District, which functions as a sub-center, and it is very close to the Kızılay central business district of Ankara wis chosen as the study area. The street is considered not only as a physical but also as a social formation. The structure, meaning and identity of the Tunalı Hilmi Street, which is one of the attraction centers of the city as a public place, was examined through surveys, interviews and observations. If the street is perceived by its own characteristics and differences, what is memorable about the street forms the identity of the street. In this way, the identity of the street is shaped by separating from the others. In this context, the participants are required to evaluate the positive-adequate and negative-inadequate physical characteristics of the street, the positive- adequate and negative-inadequate aspects of the environment/atmosphere. As a result of the analyzes, it is concluded that the Tunalı Hilmi Street has an identity, but some features need to be revised in order to be a more legible urban place and contribute to improve the quality of urban life.
