Kültürel Mirasın Korunmasında Sivil Toplum Kuruluşlarının Rolü: 20. Yılında Koruma ve Restorasyon Uzmanları Derneği (KORDER)

ÖZET Toplumun sahip olduğu ortak değerler, tarihsel, kültürel ve doğal güzellikler tüm insanlığın ortak malıdır. Ortak değerlerden aldığımız pay bireysel mutluluğumuzu, zenginliğimizi ve refahımızı çeşitlendiren ve yücelten bir ögedir. Toplumun ortak değeri kendi mülkiyetimize geçirdiğimizde bireysel olarak zenginleşiyor gibi görünsek de aslında herkesle birlikte fakirleşiriz. Ortak değerlerin ve çıkarların korunması ve geliştirilmesinin siyasetteki mekanizması demokrasi iken korumadaki aracı planlamadır. Koruma konusunda bilinç geliştirilmesi tek çözümdür. Önemli ve yeri doldurulamaz değerlere sahip kültür varlığı artık yapıldığı amaca hizmet etmiyorsa ya da edemiyorsa korunması toplumsal bir görev haline gelmiştir. Kültürel mirasın korunmasında toplumda itici bir güç olan Sivil Toplum Kuruluşları (STK) önemli rol üstlenmektedir. Kültürel mirasın sürdürülebilmesi için kamu-yerel-sivil-özel birlikteliğin güçlendirilmesi ve koruma bilincinin arttırılması gerekmektedir. Bu bağlamda, Koruma ve Restorasyon Uzmanları Derneği (KORDER), Tüzüğü’nde belirtilen amaçlar doğrultusunda faaliyetlerini; uzman üyeler ile yurt içinde ve dışında benzer amaçlı diğer kuruluşlarla işbirliği yaparak yaygınlaştırmayı, ülkesinin geçmişini, kimliğini oluşturan kültür varlıklarına ve değerlerine saygılı, korumanın kamu yararına olduğu bilincine sahip bilinçli bireylerin sayısını arttırmayı ve toplumu bu yönde geliştirmeyi hedeflemektedir. KORDER ve benzeri STK’lar tarafından gerçekleştirilecek kültürel miras ve koruma konusunda bilgi oluşturabilecek kazanımlar, kültürel varlık ve çevresini korumayı konu ederek toplumsal bilinç oluşmasını ve ilgili taraflar arasında güçlü bir birliktelik oluşmasını sağlayacaktır. The Role of Non-Governmental Organizations in the Protection of Cultural Heritage: The Conservation and Restoration Specialists Association in 20th Anniversary ABSTRACT The common values, historical, cultural and natural beauties of the society are the common property of the humanity. The share we receive from common values is a factor that diversifies and glorifies our individual happiness, wealth and prosperity. Although the common value of society seems to be enriched individually when we have it to our own property, we actually become poor with everyone. While the mechanism of the protection and promotion of common values and interests in politics is democracy, the means in protection is planning. Developing awareness about conservation is the only solution. If cultural assets with important and irreplaceable values no longer serve or cannot serve their purpose, their protection has become a social responsibility. Non-Governmental Organizations (NGO), which are the driving force in the society, play an important role in the protection of cultural heritage. In order to sustain the cultural heritage, public-local-civil-private partnership should be strengthened and awareness of protection should be increased. In this context, The Conservation and Restoration Specialists Association, in accordance with the objectives specified in the Regulation; to increase the number of conscious individuals who are respectful to the cultural assets and values of the country and who are aware of the fact that protection is in the public interest and aims to develop the society in this direction. The acquisitions that can create information about cultural heritage and conservation to be realized by The Conservation and Restoration Specialists Association and similar NGO will ensure the creation of social awareness and the formation of strong unity between the parties concerned by protecting the cultural assets and environment.
