Kent Bağlamında Çaprazlama Sorumluluk için Kavramsal Çerçeve Önerisi: İzmir Kızılay Mahallesi ve Bornova Çayı Özelinde Açılımlar

ÖZET Mimarlık ve sorumluluk ilişkisini ele alarak başlayan çalışma bunun için kavramsal bir çerçeve geliştirmektedir. Sorumluluk kavramının temel anlamına ve mimarlık disiplininin çok aktörlü ve çok boyutlu yapısına referansla çaprazlama ilişkileri gözeten bir çerçeve önerilmektedir. Çalışmada geliştirilen çaprazlama sorumluluk çerçevesi ile kentsel mekândan alınan bir kesit üzerine durum tespiti yapılması ve bu bağlamda kavramsal tartışmalar geliştirilmesi hedeflenmektedir. Bu amaçla çalışma kapsamında aktörlerin çeşitlendiği ve farklı ölçeklerdeki kararların bir arada olduğu kent mekanlarına odaklanılmaktadır. Bunun için İzmir’in Bornova ilçesinde yer alan Kızılay Mahallesi ve mahallenin sınırını oluşturan Bornova Çayı’nın kentsel ölçekte geçirdiği değişimler kronolojik bir izlekle aktarılmaktadır. Ardından aktarılan değişim süreci geliştirilen kavramsal çerçeve ile bir okumaya tabi tutulmaktadır. Bu okumanın sonucunda Kızılay Mahallesi ve Bornova Çayı özelinde kentsel dönüşüm ve ıslah etme eylemleri ve bunların yarattığı evrensel ve toplumsal sorumluluk alanları ön plana çıkmaktadır. Çalışma genelde farklı aktör ve eylemlere göre çeşitlenen farklı tartışmalara imkân veren kavramsal bir çerçeve sunarken; özelde ise ele aldığı kentsel alandaki aktörlerin toplumsal ve evrensel sorumluluk bağlamında üstlenme davranışı mekanizmasını işletemediğini açığa çıkarmaktadır. ABSTRACT The study, which started by addressing the relationship between architecture and responsibility, develops a conceptual framework. With reference to the basic meaning of the concept of responsibility and the multi-actor and multidimensional structure of the architectural discipline, a framework that pays attention to cross-relationships is proposed. With the framework for cross-responsibility, it is aimed to analyze a section taken from the urban space and to develop conceptual discussions in this context. For this purpose, the scope of the study focuses on urban spaces where actors are diversified and decisions at different scales are together. Therefore, the changes in the urban scale that affect Kızılay Neighborhood and the Bornova Stream, in the Bornova district of İzmir, are described in a chronological manner. Then, the change in the urban scale is subjected to a reading with the conceptual framework. As a result of this argument, specific to Kızılay Neighborhood and the Bornova Stream the concepts of urban transformation and stream rehabilitation and the topics of universal and social responsibility come to the fore. While the study generally presents a conceptual framework that allows for diversified discussions according to different actors and actions, in particularly it reveals that the actors in the study area cannot develop the behavior of undertaking in the context of social and universal responsibility.
