İklime Duyarlı Kentsel Tasarım İlkeleri ile Gelişen Kent Kimliği: Kanada Kış Kenti Örnekleri

ÖZET Kent iklimi; kentin planlama, tasarım ve kullanım süreçlerini yönlendiren, doğrudan etkileyen bir yapıya sahiptir. Bu nedenle kentlerin iklim, kültür, yaşam biçimi ve yerin ruhuna (Genius Loci), bir başka deyişle bağlama uygun biçimde özgün tasarlanması gerekmektedir. Bu çalışma Kanada’nın altı kentinde (Edmonton, Ottawa, Regina, Winnipeg, Halifax ve Saskatoon) iklime duyarlı planlama ve tasarım ile gelişen ve kış kentleri için örnek olabilecek bir model önerisi geliştirmeyi amaçlamaktadır. Çalışmada bu kentlerde kış kent kimliğini öne çıkaran planlama ve tasarım çıktılarını değerlendirerek, diğer kış kentleri için de örnek olabilecek bir model önerisi geliştirilmiştir. Bu model ile yerin ruhunu temel alan, iklimsel verilerden beslenen ve doğa ile şekillenen kış kenti kimliğinin, biçimsel değil o kente ait kentlinin kış yaşam kültüründen beslenerek geliştirilebileceği açıklanmıştır. Bir kış kenti kimliği yaratılmasında, düşünsel olarak rasyonel ve yaratıcı bilgilerden ilham almanın, diğer kış kentleri ile ortak iklimin kente yansımalarını paylaşmanın ve kentlinin yaşam alışkanlıklarının sürdürülebilirliğini sağlamanın önem taşıdığı görülmüştür. Ayrıca yerel yönetimlerin tasarım, planlama ve uygulama süreçlerini rasyonel yönetebilmesi ve bu amaçla politikalar üretmesinin önemi vurgulanmıştır. Geliştirilen model önerisi ile çalışmanın diğer kış kentlerinin tasarım, planlama ve uygulama kararlarında ileri-geri besleme sağlayacak çıktılar içermesi beklenmektedir. Urban Identity Developed with Climate Sensitive Urban Design Principles: Examples of Canada Winter City ABSTRACT Urban climate; it has a structure that directs and directly affects the planning, design and use processes of the city. For this reason, cities should be designed uniquely in accordance with the climate, culture, lifestyle and the spirit of the place (Genius Loci), in other words, in accordance with the context. This study aims to develop a model proposal that can be an example for winter cities that develop with climate-sensitive planning and design in six Canadian cities (Edmonton, Ottawa, Regina, Winnipeg, Halifax and Saskatoon). With this model, it is explained that the identity of the winter city, which is based on the spirit of the place, fed by climatic data and shaped by nature, can be developed by feeding from the winter life culture of the city's inhabitants, not formal. It has been seen that it is important to be inspired by intellectually rational and creative information, to share the reflections of the common climate on the city with other winter cities, and to ensure the sustainability of the living habits of the citizens in creating a winter city identity. In addition, the importance of rational management of the design, planning and implementation processes of local governments and producing policies for this purpose was emphasized. With the developed model proposal, it is expected that the study will include outputs that will provide feedback and feedback in the design, planning and implementation decisions of other winter cities.
